RECOMMENDATION(S):

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a ground lease with Ambrose Recreation and Park District through July 31, 2031, for continued use of 3103 Willow Pass Road in Bay Point as a Head Start facility.   

FISCAL IMPACT:

The initial annual rent is $24,000 with annual increases thereafter. 50% Federal – Early Head Start Funds and 50% State of California Department of Education.


BACKGROUND:

The County has been leasing the ground at 3103 Willow Pass Road in Bay Point since 2000 for a Head Start program containing a County owned modular building with two classrooms, parking and a playground. The Head Start Program provides comprehensive early childhood education, health, nutrition, and parent involvement services to low-income children and families throughout the County community. This ground lease will allow the Head Start program to continue providing those services at this location for a ten-year term and, at the County’s election, for an additional ten-year renewal period.  
  
The ground is owned by the Ambrose Recreation and Park District. The County owns the portable buildings used for the Head Start program.  

CONSEQUENCE OF NEGATIVE ACTION:

Not authorizing the ground lease for the continued operation for EHSD-Community Services Bureau for Head Start at this location would be a disruption for the community that uses the facility and would require finding another suitable location, at increased rent, together with the associated expenses of moving and constructing new tenant improvements.
