RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 25771 to add one (1) Network Administrator I (LNSA) (represented) position at salary plan and grade ZA5 1694 ($7,250.64-$8,813.20) and cancel one (1) vacant Network Technician II (LNVA) (represented) position #17117 at salary plan and grade ZB5 1592 ($6,554.14-$7,966.60) in the Public Works Department.  

FISCAL IMPACT:

This action will result in an additional annual cost of $5,100, which will be funded by various Road and Special Districts funds. Pension costs are estimated to increase by $1,200.

BACKGROUND:

The Public Works Information Technology (IT) Division operates independent of the Department of Information Technology, including managing its own network, systems and equipment. The Public Works IT Division has a total of ten employees split among two units – the Systems Administration and Support Unit and the Systems Development/GIS unit.

The Systems Administration and Support Unit began reviewing the roles, responsibilities and upcoming projects for 2021. Based on the Department’s review of the assigned duties, level of responsibility and the change of technology requirements, it has been determined that the Network Administrator I classification is the most appropriate to perform this work. The Network Administrator I will need to implement information technology projects that require project management skills and are more complex than the knowledge and skills of the Network Technician II classification, that is currently vacant. The Network Administrator I will assist with the implementation and maintenance of Office365 throughout the Department, which includes migration from the current on-premises environment to cloud-based systems. The position will also support the network security, which includes patch management for all department devices, and antivirus/malware detection, as well as support for license management of all Department software.  

CONSEQUENCE OF NEGATIVE ACTION:

Failure to approve this action will result in the inability for the Department to recruit and/or assign work to the appropriate job classification.
