RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with California Department of Community Services and Development for Community Services Block Grant funded self-sufficiency programs, to incorporate contract language revisions, with no change to the amount of $876,852 or the term January 1, 2021 through May 31, 2022.  
  

FISCAL IMPACT:

County will receive a pass-through of federal funding from the California Department of Community Services and Development. There is no county match requirement.

BACKGROUND:

Employment and Human Services Department (EHSD), Community Services Bureau (CSB), received notification of funding from California Department of Community Services and Development on November 4, 2020. As the County's Community Action Agency, the Department's Community Services Bureau regularly receives Community Services Block Grant (CSBG) funding to operate self-sufficiency programs under the advisement of the County's Economic Opportunity Council. The self-sufficiency programs have the goal of ameliorating poverty in Contra Costa County through programs that address housing, comprehensive health services, economic development and food security. Examples of programs to receive funding include those that provide employment training, housing payment assistance, wrap-around health services, and food distribution.  
  
The board approved receipt of funding for the 2021-2022 program year on January 5, 2021 (c.60). This board order is to approve an amendment to the revenue agreement to accept amendment language from the State as received by the department on March 30, 2021. The state has instructed agencies who will not utilize 100 percent of their allocation within the period of performance or by December 31, 2021 to submit an extension by November 16, 2021.

CONSEQUENCE OF NEGATIVE ACTION:

EHSD will be hampered in its ability to operate self-sufficiency programs in the community, and to establish partnerships with community based agencies and public organizations.
