RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #76-753 with DiaSorin, Inc., a corporation, in an amount not to exceed $495,000, for the purchase and service of a Liaison XL Analyzer for specimen testing, and reagents for the Clinical Laboratory at the Contra Costa Regional Medical Center (CCRMC) and Contra Costa Health Centers, for the period from June 1, 2021 through May 31, 2026.

FISCAL IMPACT:

This contract will result in contractual service expenditures of up to $495,000 over a 5-year period and will be funded 100% by Hospital Enterprise Fund I revenues. (Rate increase)

BACKGROUND:

The CCRMC Clinical Laboratory uses DiaSorin for reagents and supplies for patient’s specimen testing and are specific to the analyzer used for testing. Among the tests conducted are those for measles, mumps, rubella and many others. DiaSorin, Inc. provides all the supplies needed for such testing. These tests are crucial for patients who suffer from various illnesses.

The Liaison XL Analyzer is fully automated chemiluminescence analyzer that performs complete sample processing and runs antigen-antibody assays. The purchase of the new machine will allow us to upgrade our systems and improve our efficiency in the immunoassay laboratories to assist with COVID-19.
  
The Product Supply Agreement obligates the County to indemnify DiaSorin for the modification of Products by the County, (iii) County’s failure to use Product in accordance with the labeling and Instructions for use supplied with the Product, or (iii) County’s negligence or willful misconduct.   
  
Approval of this new contract #76-753 allows the contractor to provide services through May 31, 2026.

CONSEQUENCE OF NEGATIVE ACTION:

If this purchase order is not approved, then the CCRMC Clinical Laboratory will not be able to perform the specific patient testing that utilizes these supplies for COVID-19 testing, thus impacting patient safety and health.
