RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 25772 to add one (1) Information Systems Manager II (LTNB) (represented) position at salary plan and grade ZA5 2031 ($10,122.55 -$12,304.03) in the Public Works Department, Information Technology Division.  
  

FISCAL IMPACT:

This action will result in an additional cost of $136,000, which will be funded by various Local Road and Special District funds. Pension costs are estimated to increase by $19,795. The cost increase assumes cost savings from the cancellation of the Information Systems Project Manager position in April, 2022.

The Public Works Information Technology (IT) Division operates independent of the Department of Information Technology, including managing our own network, systems and equipment. During the recession in 2008, the incumbent in the Information Systems Manager II position was laid off and the position was canceled. Since 2008, the IT Division has operated without a division manager. Supervision of division staff is shared between a Network Manager and an Information Systems (IS) Project Manager. The incumbent in the IS Project Manager position has thirty years of service and intends to retire in March 2022.
In reviewing roles, responsibilities and long-term needs for the IT Division and the Public Works Department, the department concluded that an IT Division Manager (IS Manager II) is necessary to provide oversight and long-term planning for the division, implementation of a Strategic Plan for the division and will oversee major projects and programs. The IT Division Manager will assume all the tasks of the current IS Project Manager including supervision of business systems and GIS staff; they will also provide supervision of the Network Manager. The Department has been notified that the IS Project Manager is retiring in March 2022 and the Department will request to cancel the position at that time. Since this IS Project Manager position is specialized and has only been performed by one person, a succession plan which includes a period of overlap with the new IS Manager is needed for training.

CONSEQUENCE OF NEGATIVE ACTION:

Failure to approve this action will result in the inability for the Department to recruit and/or assign work to the appropriate job classification.
