RECOMMENDATION(S):

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract amendment with Sharjo, Inc. d/b/a ServiceMaster Restoration Services, effective March 31, 2021, to extend the term from March 31, 2021 through August 31, 2021, to provide on-call restoration services, with no change to the payment limit of $1,500,000, Countywide.

FISCAL IMPACT:

There is no fiscal impact with this action. The amendment is to extend the term only. Contract costs have been budgeted in the Facilities Maintenance Budget.

BACKGROUND:

Public Works Facilities Services is responsible for maintenance of County buildings. At times, when an unexpected event such as flooding from a broken water pipe or leaking roof, or fire damage causes massive damage, restoration services are needed. Government Code Section 25358 authorizes the County to contract for maintenance and upkeep of County buildings.

The contract with Sharjo, Inc. d/b/a ServiceMaster Restoration Services, expired March 31, 2021. Initially, the department did not plan to extend this contract because a formal solicitation for restoration services was conducted and new contracts are expected in September 2021. However, the department later learned one of its divisions was using the services provided under the contract. Work was immediately halted. This extension is to ensure the contractor is paid for services rendered during this period, and so the County has access to the contractor's services pending evaluation, award and execution of the new restoration services contracts.

CONSEQUENCE OF NEGATIVE ACTION:

If this amendment is not approved, restoration services with Sharjo, Inc. d/b/a ServiceMaster Restoration Services, will be discontinued.
