RECOMMENDATION(S):
REVIEW and APPROVE bylaws governing the Juvenile Justice Coordinating Council.

BACKGROUND:
The Juvenile Justice Coordinating Council (JJCC) advises the Board of Supervisors on the development and implementation of a multi-agency juvenile justice plan with several critical components to specifically target at-risk juveniles, juvenile offenders and their families. The JJCC also coordinates the work of governmental and non-governmental organizations engaged in activities designed to reduce juvenile crime and delinquency countywide through information sharing and appropriate data outcomes. The Board of Supervisors has yet to review the JJCC bylaws that provide advisory rules and administrative provisions for conducting business, although they have been regularly reviewed and amended by the JJCC. This action will formally adopt the latest version of the bylaws as approved by the JJCC on April 14, 2021, with clear language around conflicts of interest to comport with Fair Political Practices Commission (FPPC) regulation Title 2 in the California Code.
