Referral History:
In October of 2018, the Public Protection Committee discussed that the County had two advisory bodies that were charged with similar duties, specifically, the Delinquency Prevention Commission and the Juvenile Justice Coordinating Council, and directed staff to return to the Board of Supervisors to combine the functions of the DPC and JJCC and to increase the number of members of the JJCC by six additional members which included one (1) representative from the County Public Health Department, three (3) additional at-large community representatives, and two (2) at-large youth representatives.

In December 2018, the Board of Supervisors adopted Ordinance 2018-30 to dissolve the Delinquency Prevention Commission, Resolution 2018/597 to add the additional seats and duties to Juvenile Justice Coordinating Council. A list of the currrent JJCC membership is included as Attachment A.
Referral Update:
On January 14, 2020, Rebecca Oriol, a community-based organization representative, resigned from the JJCC. The Public Protection Committee is responsible for recruiting and making recommendations to the Board of Supervisors on appointments to the JJCC. On July 14, 2020, the Board of Supervisors accepted the resignation, declared the seat as vacant, and directed the Clerk of the Board to post the vacancy. Upon the Board's action, staff has brought this matter to Public Protection Committee for its appointment recommendation.

Staff recommends the following recruitment schedules to fill this vacancy on the JJCC:

9-Week Recruitment Period:
  • August 7, 2020: issue press release and conduct outreach
  • September 18, 2020: Application Deadline (6-week application period)
  • September 28 2020: PPC Meeting Interviews
  • October 6, 2020: Board of Supervisors' consideration of PPC nomination
The nominated applicant will be appointed to the JJCC for a term of two years.

PROVIDE direction to staff regarding the recruitment process for a community-based representative seat on the Contra Costa County Juvenile Justice Coordinating Council (JJCC).
