RECOMMENDATION(S):

APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Health Services Department, to purchase food, gift cards, and transportation vouchers in an amount not to exceed $252,500 for programs within Family, Maternal and Child Health for the period from July 1, 2020 through June 30, 2022.

FISCAL IMPACT:

100% funded by the California Department of Public Health and California Home Visiting Program. No county general funds will be used.

BACKGROUND:

Family, Maternal and Child Health Programs within the Public Health Division of Contra Costa Health Services operate evidence-based programs to provide vulnerable women and their children with education, resources, and support during pregnancy and the early years of the child’s life.

Several of our programs for pregnant women, new mothers and families receive funding specifically to provide food, transportation assistance and items to care for the women and their families.
The Maternal, Child and Adolescent Health (MCAH) Program (5826) receives Federal funds through the California Department of Public Health. It works to improve the health and well-being of women, infants, children and adolescents throughout the state. The MCAH budget includes funding to provide for community events which encourage provider education, community and family engagement in parent support programs, community needs assessment and program planning for the Maternal, Child and Adolescent population. The cost of refreshments, nutritious snacks, transportation assistance, and gift certificates to allow participation, and to celebrate achievement of milestones in home visiting programs, including graduation of program participants. Approved budget allocation FY 2020-2022 for community engagement is $10,000.  
  
The Black Infant Health (BIH) Program (5827) receives State general funds through the California Department of Public Health to implement an education and social support model which sponsors prenatal and post-partum support groups for women in West and East County. Black Infant Health Program Expansion Funding Allocation to increase staffing, child watch space and participant transportation. Approved budget allocation FY 2020-2022 for Client and Program Materials: $100,000.  
  
The Nurse-Family Partnership (NFP) Program (5799) is funded by the CDPH MCAH California Home Visiting Program and provides intensive home visiting services provided by Public Health Nurses throughout the pregnancy until the child’s second birthday. Approved budget allocation FY 2020-2022 for Client and Program Materials: $20,000.  
  
NFP CalWORKS Home Visiting Initiative Programs (5831) in partnership with Employment and Human Services Department Workforce Services Bureau aims to address the unmet needs for home visiting/parenting services of CalWORKs population. Approved budget allocation FY 2020-2022 for Client and Program Materials: $50,000.  
  
California Home Visiting (5793) State General Expansion Funding to be utilized solely for the purpose of implementing or expanding Nurse-Family Partnership Home Visiting Programs. Approved budget allocation FY 2020-2022 for Client and Program Materials: $50,000.  
  
Local Oral Health (LOHP) Program (5849), funded by Prop 56 State funds, is developing partnerships between CCHS and community providers of oral health services for the most vulnerable populations. Funds are allocated to provide refreshments, nutritious snacks, transportation assistance and gift certificates to community members and providers who participate in the needs assessment, planning, and program evaluation efforts. Approved budget allocation for FY 2020-2022 for food, transportation, and gift card incentive for participants: $2,500.  
  
The Perinatal Equity Initiative (PEI) (5844) aims to improve birth outcomes in the African American communities and was established with the passage of California State Legislature’s AB 1810. Contra Costa Health Services - Family, Maternal & Child Health (FMCH) Program has been funded to accomplish planned community developments which includes developing a fatherhood program to support fathers and families in the African American community and improve birth outcomes and early childhood development. Support is also available to develop a community-based doula program providing prenatal, birth and postpartum one-to-one support for black women. Approved budget allocation FY 2020-2022 for Client and Program Materials: $20,000.

If this item is not approved, this will have an impact on the health and well-being of vulnerable women and their children.
