RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment Agreement #26-583-27 with Specialty Laboratories, Inc. (dba Quest Diagnostic Nichols Institute), a corporation, effective May 1, 2020, to amend Contract #26-583-25 (as amended by Amendment Agreement #26-583-26), to increase the payment limit by $4,000,000, from $5,000,000 to a new payment limit of $9,000,000 to provide additional testing for COVID-19, with no change in the original term of January 1, 2019 through December 31, 2020.

FISCAL IMPACT:

This amendment is funded by 100% Federal Coronavirus Aid, Relief and Economic Security (Cares) Act.

BACKGROUND:

On January 15, 2019, the Board of Supervisors approved Contract #26-583-25 (as amended by Amendment Agreement #26-583-26) with Specialty Laboratories, Inc. (dba Quest Diagnostic Nichols Institute), for the provision of outside clinical laboratory services, for the period from of January 1, 2019 through December 31, 2020.

BACKGROUND: (CONT'D)

Approval of Contract Amendment Agreement #26-583-27 will allow the Contractor to provide approximately 1000 COVID-19 tests per day in addition to other outside laboratory testing services, through December 31, 2020.

CONSEQUENCE OF NEGATIVE ACTION:

If this amendment is not approved, patients requiring outside laboratory services will not have access to Contractor’s services.
