RECOMMENDATION(S):

APPROVE and AUTHORIZE the Agricultural Commissioner, or designee, to execute Agreement #20-0138-000-SA Certified Farmers Market Program with the California Department of Food and Agriculture (CDFA) to reimburse the County in an amount not to exceed $13,923 to perform market and production site inspections and certifications for the Certified Farmer's Market Program for the period July 1, 2020 through June 30, 2021. (100% State)

FISCAL IMPACT:

This agreement will reimburse the Department for expenses incurred, not to exceed $13,923 for the period July 1, 2020 through June 30, 2021. This amount has been anticipated in the Fiscal year 2020/2021 budget. There is no County Match requirement.










BACKGROUND:

The County Department of Agriculture agrees to provide market and production site inspections for the Certified Farmers Market Program (CFM). These services are in addition to the normal inspection activities being performed by the Department and those required under statute. Services provided under this agreement should be consistent with normal inspection procedures currently performed by the Department. Inspection hours and workdays should vary where appropriate and practical. The Department shall provide necessary inspection supplies, and equipment, with the exception of forms and supplies routinely provided by the CDFA. Inspections shall be performed as outlined in the Food and Agriculture Code.  

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, the Department will not have the necessary revenue to perform inspection and certification activities on behalf of the CDFA and will lose overhead that is a benefit to the Department's budget.
