RECOMMENDATION(S):

Acting as the governing board of the Contra Costa County Fire Protection District, APPROVE and AUTHORIZE the Public Works Director, Fire Chief, or designee, to execute a contract amendment with Loving Campos Associates Architects, Inc., effective June 14, 2019, to increase the payment limit by $75,000 to a new payment limit of $595,000 and to extend the term from June 14, 2019, to June 14, 2020, to provide architectural services for Fire Station No. 16 located at 4007 Los Arabis Road, Lafayette.

BACKGROUND:

In late 2011, the Fire District initiated the process for the design of a replacement facility for Fire Station No. 16 (FS 16) in Lafayette, at the present location on Los Arabis Road. At that time, the station was comprised of a small residential style fire station built in the late 1950s that was abandoned shortly after the Loma Prieta Earthquake. Subsequent to the closure, a double-wide mobile home was used as the crew living quarters.

On May 24, 2016, the Fire Board of Directors approved a Consulting Service Agreement with Loving Campos Associates Architects, Inc., for architectural services for FS 16 in the amount of $455,913 which terminated on June 14, 2019.   
  
On July 27, 2017, the Fire Board of Directors approved Amendment No. 1 to increase the payment limit from $455,913, to a new payment limit of $520,000. The date was not extended.  
  
Due to various changed conditions and schedule delays, the project has exceeded the original estimated duration of 52 weeks requiring additional construction administration that will exceed the contract pay limit. Amendment No. 2 is necessary to provide for continuing architectural services and the additional costs associated with the completion of FS 16.

CONSEQUENCE OF NEGATIVE ACTION:

If amendment No. 2 is not approved, Fire Station 16 will not receive support which will impact close-out by the architect of record.
