RECOMMENDATION(S):

Acting as the governing board of the Contra Costa County Fire Protection District, APPROVE and AUTHORIZE the Fire Chief, or designee, to execute a contract amendment with RRM Design Group, effective July 23, 2019, to add sub consultant Kimley-Horn Associates, Inc., update the project personnel and billing rates and to increase the payment limit by $300,000 to a new payment limit of $1,240,000 and to extend the term from December 12, 2020, to December 12, 2021, to provide architectural services for new Fire Station No. 9 in Pacheco and Fire Station No. 86 in Bay Point.

BACKGROUND:

In 2016, the Contra Costa County Fire Protection District (District) initiated the process for the design of replacement facilities for Fire Station No. 9 in Pacheco and Fire Station No. 86 in Bay Point.

The new stations will be built to include modern seismic standard, will meet the current ADA requirements, and will have the ability to support modern equipment and apparatus. The stations will be built to provide protection for the community for the next fifty years and will allow for the facility to provide personnel with components, systems, and features found in modern fire stations.  
  
On January 16, 2018, the Fire Board of Directors approved a Consulting Services Agreement with RRM Design Group, in the amount of $940,000, which terminates December 12, 2020.  
  
Amendment No. 1 is necessary to provide additional architectural services including a new sub consultant, Kimley-Horn and Associates Inc., related to air crew quarters building and prototype variations at Fire Station No. 9.  
  
RRM Design Group is familiar with the project, design, and construction of the project. Therefore, it is recommended that the contract amendment be awarded at this time.

CONSEQUENCE OF NEGATIVE ACTION:

If Amendment No. 1 is not approved, air crew quarters building cannot be designed or constructed.
