RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #74-600 with Latino Commission on Alcohol and Drugs Abuse Services of San Mateo County, Inc., a non-profit corporation, in an amount not to exceed $253,540 to provide drug abuse prevention and treatment services to women with children, for the period from July 1, 2019 through June 30, 2020.

FISCAL IMPACT:

This Contract is funded by 49% Drug Medi-Cal Realignment, 34% Substance Abuse Prevention and Treatment Block Grant Perinatal, 16% Assembly Bill 109 and 1% Drug Medi-Cal State General Funds.

BACKGROUND:

This Contract meets the social needs of County’s population by providing specialized substance abuse treatment and prevention programs to help clients to achieve and maintain sobriety and to experience the associated benefits of self-sufficiency, family reunification, cessation of criminal activity and productive engagement in the community.

Under Contract #74-600, the Contractor will provide drug abuse prevention and treatment services, including residential treatment services for Contra Costa County women with children at Contractor’s facility in San Mateo County through June 30, 2020. These services are available on a limited basis within Contra Costa County, and this contract expands the network capacity by establishing treatment services in San Mateo County.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, County’s Clients will not receive substance abuse treatment from Contractor, resulting in an overall reduction of services to a community at risk for incarceration.
