RECOMMENDATION(S):

APPROVE and AUTHORIZE the Conservation and Development Director, or designee, to execute a contract with FCS International, Inc. (dba FirstCarbon Solutions/Michael Brandman Associates), in an amount not to exceed $202,585 for the preparation of an Environmental Impact Report for the CenterPoint Properties project, which includes three warehouse buildings totaling 555,510 square feet in the North Richmond area, for the period July 23, 2019 through September 30, 2020 (County File #DP18-3007).

FISCAL IMPACT:

No impact to the County General Fund. The applicant is responsible for payment of costs associated with the preparation of the Environmental Impact Report.


BACKGROUND:

The Department of Conservation and Development (DCD) received an application from CenterPoint Properties, requesting approval of a Development Plan for three proposed warehouse buildings totaling 555,510 square feet project at 506 Brookside Drive in the North Richmond area. Based on potentially significant impacts to traffic and air quality, DCD has determined that an Environmental Impact Report (EIR) will be required and will be prepared by DCD, who will be the lead agency. After completing the Request for Proposal process, DCD selected FirstCarbon Solutions as the contractor for completing the EIR.

CONSEQUENCE OF NEGATIVE ACTION:

The Department of Conservation and Development will be unable to complete the environmental review of a pending land development application.
