RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment Agreement #74-526-4 with Community Options for Families and Youth, Inc., a non-profit corporation, effective May 1, 2019, to amend Novation Contract #74-526-3, to increase the payment limit by $190,000, from $2,104,222, to a new payment limit of $2,294,222 with no change in the original term of July 1, 2018 through June 30, 2019, and an increase to the automatic extension payment limit by $95,000, from $1,052,111 to a new payment limit of $1,147,111, through December 31, 2019.

FISCAL IMPACT:

This Contract is funded 37% Federal Medi-Cal, 37% Probation Mentally Ill Offenders Crime Reduction Grant and 26% Probation Non Mentally Ill Offenders Crime Reduction Flex Funds. (No rate increase)







BACKGROUND:

On December 18, 2018, the Board of Supervisors approved Novation Contract #74-526-3 with Community Options for Families and Youth, Inc. for the period from July 1, 2018 through June 30, 2019, which included a six-month automatic extension through December 31, 2019, for the provision of Mental Health and Family Functional services for youth who have had serious contact with the Juvenile Justice System.  
  
Approval of Contract Amendment Agreement #74-526-4 will allow the Contractor to provide additional services through June 30, 2019, and during the automatic extension through December 31, 2019.

CONSEQUENCE OF NEGATIVE ACTION:

If this amendment is not approved, Contractor will not be paid for additional services provided to expand the program.

CHILDREN'S IMPACT STATEMENT:

This program supports three of the Board of Supervisors’ five community outcomes: “Children Ready for and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
