RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #24–312–39 with Asian Community Mental Health Board, a non-profit corporation, in an amount not to exceed $154,500 to provide interpretation, case management and advocacy services for Southeast Asian refugees in West Contra Costa County for the period from July 1, 2019 through June 30, 2020.

FISCAL IMPACT:

This contract is funded 100% by Mental Health Realignment funds. (No rate increase)

BACKGROUND:

According to the National Standards for Culturally Appropriate Services in Health Care, health care organizations are required to provide language assistance services, at no cost, to each patient with limited English proficiency, as well as to patients who use sign language to communicate. The provision of language assistance services is also required by State law and regulations.

On May 22, 2018, the Board of Supervisors approved Contract #24–312–38 with Asian Community Mental Health Board, for the provision of translation services to Southeast Asian refugees in West Contra Costa County, for the period from July 1, 2018 through June 30, 2019.  
  
Approval of Contract #24–312–39 will allow the Contractor to continue providing interpretation, case management and advocacy services through June 30, 2020.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, Southeast Asian refugees in West Contra Costa County will not receive translation, case management and advocacy services.
