RECOMMENDATION(S):

ADOPT Resolution No. 2019/85 approving and authorizing the Public Works Director, or designee, to fully close a portion of Coventry Road between a point 200’ south of Valley Road and the north end of Coventry Road, for 45 consecutive working days between August 26, 2019 and October 10, 2019 from 7:00 AM through 5:00 PM, for the purpose of installing a 42" welded steel pipe water main and butterfly valves by the East Bay Municipal Utility District, Kensington area. (District I)

FISCAL IMPACT:

No fiscal impact.

BACKGROUND:

East Bay Municipal Utility District (EBMUD) is planning to replace the 5.4 million gallon San Pablo Clearwell (water storage tank) and rehabilitate portions of the San Pablo Water Treatment Plant, both of which are located within EBMUD's San Pablo Water Treatment Plant site in Kensington.

BACKGROUND: (CONT'D)

The San Pablo Clearwell, an important reservoir for the area, has reached the end of its useful life. It will be demolished and replaced with two 3.5 million-gallon concrete tanks. The San Pablo Water Treatment Plant is a standby facility that was rehabilitated and brought online to allow rehabilitation of the Orinda Water Treatment Plant. In addition, crews will install 1,250 feet of onsite and offsite transmission pipelines to connect the new facilities to the existing distribution system and replace aging pipelines. Pipelines installation will take place in the street on Coventry Road from Valley Road to the end of Conventry Road.

Emergency vehicle and pedestrian access will be maintained during the planned closure as a condition of this road closure permit

CONSEQUENCE OF NEGATIVE ACTION:

Applicant will be unable to close the road for planned activities.
