RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 22380 to establish the classifications of Reserve Firefighter (RBW1) (unrepresented) at salary plan and grade F85 1002 ($2,860) Reserve Driver (RBV1) (unrepresented) at salary plan and grade F85 1001 ($3,068) and Reserve Crew Leader (RBN1) (unrepresented) at salary plan and grade F85 1000 ($3,172), and reclassify eleven (11) Volunteer Firefighters (88W3) (unrepresented) at salary plan and grade 841 0001 to Reserve Driver ( (RBV1) (unrepresented) at salary plan and grade F85 1001 ($2,860) (see position numbers attached in Attachment A) in the Contra Costa County Fire Protection District.  

FISCAL IMPACT:

If approved, the fiscal impact of establishing these classifications will be approximately $9,000 annually. The Contra Costa County Fire Protection District has been using temporary volunteer firefighters in the Briones area for many years. This action is anticipated to have a minimal impact on temporary wages.



BACKGROUND:

The County Human Resources Department recommends establishment of Reserve Firefighter, Reserve Driver, and Reserve Crew Leader classifications.  
  
Establishment of these classification is necessary to accomplish the goals of the Reserve Firefighter Program (Program) at the Contra Costa County Fire Protection District. One of the primary functions of the Program is to provide a basic level of firefighting service to the community and citizens of the rural Briones area. Due to its remote location and travel distance from full-time staffed fire stations, Reserve Firefighters are notified when there is an incident in the Briones area. They are used as part of the initial response to medical, fire, and rescue calls. Depending on the location of the incident, regularly staffed engines are also dispatched from Pinole, Martinez, and/or Lafayette. The emphasis on the Program is training, proficiency, and providing an initial emergency response service to the citizens of the Briones area. Most participants in the Program are either individuals who want to serve their community and/or young adults who aspire to enter the fire service.

CONSEQUENCE OF NEGATIVE ACTION:

The Fire District will not have the ability to hire Reserve staff in order to administer the Reserve Firefighter Program.
