RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Grant Award #29 603-2 (CA1394L9T051702) with the United States Department of Housing and Urban Development (HUD), for McKinney-Vento Act funds, to pay County an amount not to exceed $550,344, for the County’s Continuum of Care Coordinated Entry Project, for the period from October 1, 2018 through September 30, 2019.

FISCAL IMPACT:

Approval of this award will result in an amount not to exceed $550,344, payable to the County from HUD McKinney-Vento Act funds for County’s Continuum of Care Program. (Required $137,586 County match)










BACKGROUND:

Contra Costa County's Continuum of Care (CoC), through its Inter-jurisdictional Council on Homelessness was awarded funds for the Coordinated Entry System (CES) project. The County's CES project has achieved successes in key strategies from the 2014 Strategic Plan Update, including implementation of a CES to stream line access to housing and services, addressing barriers and getting the right resources to the right people at the right time, serving all homeless clients throughout the County, and providing supportive services such as case management, housing navigation and housing location services, homelessness prevention and diversion counseling and outreach team staff.  
  
On July 18, 2017 Board of Supervisors approved Grant Agreement #29-603-1 for the period from October 1, 2017 through September 30, 2018.  
  
Approval of Grant Award #29-603-2 will allow the County to receive funding for the Continuum of Care's CES project, through September 30, 2019.

CONSEQUENCE OF NEGATIVE ACTION:

If this award is not accepted, the County will not receive funding to support the Continuum of Care Program.
