RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 22322 to transfer two (2) vacant Geographic Information Systems Technician (LD7A) positions (17528 & 17529) from the Public Works Department (0650) to the Department of Information Technology (0147).  

FISCAL IMPACT:

No fiscal impact from the position transfer. The positions are funded 100% by Road and Flood Control funds.

Public Works added two Geographic Information Systems (GIS) Technician positions as part of the FY 2018-19 Recommended Budget. The positions are needed for rights of way and infrastructure as well as tracking and reporting of the Clean Water Municipal Regional Permit. It was determined, after the positions were added to the Public Works Department, that the positions needed to be transferred to the Department of Information Technology as part of the Countywide GIS program. The determination was made to transfer the positions because the job specification for GIS Technicians specifies that general direction is received from the GIS Administrator (a job classification specific to the Department of Information Technology).  

The two GIS Technician positions, under general direction from the GIS Administrator, will work with Public Works exclusively on projects relating to Road and Flood Control funding.

CONSEQUENCE OF NEGATIVE ACTION:

If the position transfer is not approved the function and activities of the Department of Information Technology will be further decentralized across the County which may lead to duplication of effort and cost.
