RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to submit a grant application in an amount not to exceed $532,429 from National Asian Pacific Center on Aging for the Senior Community Service Employment Program (SCSEP) for the period July 1, 2018 through June 30, 2019.

FISCAL IMPACT:

County match of 10% ($53,243) required and has been accounted for in the department's FY 2018-19 budget. Approximately $459,979 of the contract amount are participants' wages paid directly by NAPCA leaving $72,450 to be received by EHSD to administer SCSEP program.

BACKGROUND:

National Asian Pacific Center on Aging grant funding will be used to administer the Senior Community Services Employment Program in Contra Costa County for seniors, age 55 and over, who are veterans, disabled, homeless or at risk of homelessness, and/or low literacy or low English proficient. The program will design and implement programs and training for the development of job skills to ultimately allow seniors re-entry into the workforce in unsubsidized employment.

Without funding, Senior Community Service Employment Program services would by limited.
