RECOMMENDATION(S):

APPROVE and AUTHORIZE the County Librarian, or designee, to execute the Seventh Amendment to the Memorandum of Understanding (MOU) among County of Contra Costa (County), the City of San Ramon (City) and the Contra Costa Community College District (College) for the operation of the Dougherty Station Library located at 17017 Bollinger Canyon Road, San Ramon, during Fiscal Year 2016/2017.

FISCAL IMPACT:

100% County Library Fund.


BACKGROUND:

The County, City and College are parties to an MOU dated June 26, 2007, which allows the County to provide library services at the Dougherty Station Library located at 17017 Bollinger Canyon Road in San Ramon. The MOU provides that the County is to be reimbursed for its costs in providing those services. The MOU was amended in 2009 for Fiscal Years 2009/10 and 2010/11; in 2011 for Fiscal Year 2011/12; in 2013 for Fiscal Years 2012/13 and 2013/14 to provide for the County’s reimbursement; in 2014 for Fiscal Year 2014/2015 provide for the County’s reimbursement; and in 2016 for Fiscal Year 2015/2016 to provide for the County’s reimbursement. The Seventh Amendment now needs to be approved by the Board of Supervisors so that the County can be reimbursed for the library services provided in Fiscal Year 2016/17.

CONSEQUENCE OF NEGATIVE ACTION:

Failure to approve the MOU may reduce library services at the Dougherty Station Library, and the County will not be reimbursed for services provided in Fiscal Year 2016/17.
