RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract #72-102 with Bay Area Legal Aid, a Non-Profit corporation, in an amount not to exceed $1,050,000, to provide legal services to County residents participating in County’s CommunityConnect Program, for the period from July 1, 2017 through December 31, 2020.

FISCAL IMPACT:

This Contract is funded 100% Federal Whole Person Care Grant.

BACKGROUND:

Bay Area Legal Aid will provide civil legal assistance to the County’s CommunityConnect Program participants with an overall goal to address legal needs that are impacting their health care and health outcomes.

Under Contract #72-102, the Contractor will provide legal services to County Residents participating in County’s CommunityConnect Program through December 31, 2020.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, Community Connect participants will not receive legal services for multiple legal needs which will negatively impact health outcomes.

CHILDREN'S IMPACT STATEMENT:

This program supports the following Board of Supervisors’ community outcomes “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
