  Consent item C.14 was removed from the calendar to allow for public comment, subsequently adopted as presented.
             
        D. 2   PUBLIC COMMENT (3 Minutes/Speaker)
  Eric Reynolds, resident of Walnut Creek, commended the Elections division on a job well done for the primary elections. He said he did have some concerns and had spoken to the Clerk-Recorder Joe Canciamilla about them. He request that the Board consider including the Voters Task Force to help elections division with operational things like signage;

Senet Kelly, resident of Richmond and poll worker. Mr. Kelly said he observed machines being packed up at 7:30 p.m. and  not 8:00 (closing time),  poll inspectors rushing voters to complete their ballots, and said was called uncomplimentary names by two poll workers. He urges better training and removal of a rude inspector;

Jennifer W. Brass, ten people were not on the rolls, who had not moved and believed she was not correctly informed on the voting process by the poll workers;

Kathy Petricca, resident of Martinez, spoke on canvassing experience. She believes the voting materials are inadequate in details of the crossover ballot, leaving NPP (no party preference) voters unaware that they will not have the president listed on their ballot and must contact the elections division to receive a ballot for this. She requested redesign of information materials;

Jonah Crawford, resident of Richmond noted he was pleased that an audit trail is maintained and stated that as an IT professional he believes electronic voting is not safe and is pleased this county does not employ it. He would like observers to be allowed to observe the transformation of transitional ballots going forward;

Shari Morphin, Voter Rights Task Force, said she discovered several issues and that there could be improvement (handout attached) and she feels the Board may have more oversight ability than it knows;

Ady Olvera, Voter Rights Task Force said the machine she observed was broken, and expressed a desire for information on how elections materials are managed;

Lucy Riley, resided of Richmond, was pleased to note a very engaged electorate this year, especially young people, committed to electoral integrity. She was however very dismayed to find no spanish speaking interpreters at the polls;

Donnajeanne Gohee on behalf of Markesha Fields of Brentwood: Ms. Markesha experienced difficulty with locating her name of the polls nearly resulting in necessitating a provisional ballot, and was not afforded curbside voting for the disabled which she had called the day before to confirm was available.

Clerk-Recorder Joseph Canciamilla addressed the Board and the public.  Mr. Canciamilla noted that there is training provided to poll workers and roving inspectors, and that every election has a post-election review, at which ways to improve the process will be explored. He said this election had a nearly 50 % turnout,  had an unprecedented number of provisional ballots requested (approximately 19,000) because many voters were under the impression their vote had to be counted that day, and that 88% of those cast were counted. The main reason a ballot is not counted is because the person is not registered to vote.

Mr. Canciamilla highly encouraged voters to make use of the mail-in ballot and early voting options. He would like the public to be aware that the general election ballot is predicted to be 4 to 5 pages long and that the State Voter Information Guide is expected to exceed 200 pages, in addition to the 200 page local voter information guide. The Elections Division has an Election Advisory Commission which they look forward to expanding and would like to work with those who have concerns.

The Supervisors will assist upon request of the Clerk-Recorder in informing the public that more spanish-speaking poll volunteers are needed
.

GENERAL INFORMATION
The Board meets in all its capacities pursuant to Ordinance Code Section 24-2.402, including as the Housing Authority and the Successor Agency to the Redevelopment Agency. Persons who wish to address the Board should complete the form provided for that purpose and furnish a copy of any written statement to the Clerk.

Any disclosable public records related to an open session item on a regular meeting agenda and distributed by the Clerk of the Board to a majority of the members of the Board of Supervisors less than 72 hours prior to that meeting are available for public inspection at 651 Pine Street, First Floor, Room 106, Martinez, CA 94553, during normal business hours.

All matters listed under CONSENT ITEMS are considered by the Board to be routine and will be enacted by one motion. There will be no separate discussion of these items unless requested by a member of the Board or a member of the public prior to the time the Board votes on the motion to adopt. 

Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair calls for comments from those persons who are in support thereof or in opposition thereto. After persons have spoken, the hearing is closed and the matter is subject to discussion and action by the Board.  Comments on matters listed on the agenda or otherwise within the purview of the Board of Supervisors can be submitted to the office of the Clerk of the Board via mail: Board of Supervisors, 651 Pine Street Room 106, Martinez, CA 94553; by fax: 925-335-1913.
