RECOMMENDATION(S):

ADOPT Resolution No. 2016/466 approving the Side Letter between Contra Costa County and the Deputy Sheriffs Association regarding initial assignment.

FISCAL IMPACT:

The modification to initial staffing is an administrative change with no fiscal impact.

BACKGROUND:

The County and the Deputy Sheriffs Association (DSA) agree to modify Section 20.2.e of the Memorandum of Understanding (MOU) between Contra Costa County and the Deputy Sheriffs Association. In summary the modification allows newly hired Deputy Sheriffs to be assigned to the Patrol Division or the Custody Services Bureau based upon Academy Rank.  
  





BACKGROUND: (CONT'D)
It has always been the goal of the Office of the Sheriff to ensure that all of our sworn officers are trained in all aspects of police work. The Sheriff's Department has experienced a unprecedented attrition rate the past few years, leaving the Department with a less-experienced workforce. As a result, a large percentage of our Deputy Sheriff workforce is currently fulfilling their initial 18-month assignment in the Custody Services Bureau, leaving a gap in available staff to fill vacant Patrol Division positions. Together, Sheriff Management and the DSA came together and agreed upon a change in the DSA Rank and File MOU Section 20.2.e.1 to enable newly hired Deputy Sheriffs the opportunity to be assigned to either the Patrol Division or the Custody Services Division as their initial assignment.  
  
Except as specifically amended or excluded by the Side Letter, all other terms and conditions of the MOU between Contra Costa County and Deputy Sheriffs Association (July 1, 2016 – June 30, 2019) remain unchanged.

CONSEQUENCE OF NEGATIVE ACTION:

The Sheriff will be unable to make initial assignment of newly graduated Deputy Sheriffs to the Patrol division.
