RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County, Standard Agreement #28-855-1 (State #16-10333) with the California Department of Public Health, Office of AIDS, to pay the County an amount not to exceed $5,000 for the County's AIDS Drug Assistance Program (ADAP) site for the period from July 1, 2016 through June 30, 2019.

FISCAL IMPACT:

Approval of this agreement will result in an amount not to exceed $5,000 for the ADAP Program to support a reduction in AIDS-related health care costs by enrolling individuals in a State-wide program to access appropriate medications, which will reduce the negative health impacts of AIDS. No County Funds required.  








BACKGROUND:

Access to AIDS drug therapies is credited with prolonging lives and reducing health care costs associated with HIV and AIDS. The medications are costly and necessary for life. The ADAP program ensures that eligible individuals have access to those medications free or for a minimum charge. Eligibility determination is a critical function to ensure that people with HIV and AIDS can access these therapies. This ADAP site agreement allows the County to continue providing these services in Contra Costa County. Enrollment in ADAP saves the Health Department millions of dollars in necessary AIDS Drug therapies.  
  
Approval of Standard Agreement #28-855-1 will provide funding to support enrollment services for the County's AIDS Drug Assistance Program, to ensure low costs associated with administration of ADAP enrollment screening and recertification process through June 30, 2019. This Agreement includes mutual indemnification.

CONSEQUENCE OF NEGATIVE ACTION:

If this agreement is not approved, the County AIDS Drug Program will not be able to provide ADAP enrollment services to eligible County residents.
