RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or his designee, to execute, on behalf of the County, Contract #74–054–21 with Community Health for Asian Americans, a non-profit corporation, in an amount not to exceed $154,795, to provide youth, family, and community drug abuse prevention services in West Contra Costa County, for the period from July 1, 2016 through June 30, 2017.

FISCAL IMPACT:

This Contract is funded 53% Substance Abuse Primary Treatment (SAPT) Adolescent Block Grant; 47% Substance Abuse Prevention and Treatment (SAPT) Block Grant. (Rate increase)

BACKGROUND:

This Contract meets the social needs of County’s population by providing specialized substance abuse prevention programs so that addicted youth are provided an opportunity to prevent or recover from the effects of alcohol or other drug use, become self-sufficient, and return to their families as productive individuals.

BACKGROUND: (CONT'D)

On September 15, 2015, the Board of Supervisors approved Contract #74-054-19 with Community Health for Asian Americans for the period from July 1, 2015 through June 30, 2016, for the provision of youth, family, and community drug abuse prevention services in West Contra Costa County.

Approval of Contract #74–054–21 allows the Contractor to continue providing services through June 30, 2017.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, the County’s addicted youth will not receive the specialized treatment services that they need and may be at risk for incarceration.

CHILDREN'S IMPACT STATEMENT:

This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
