RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or his designee, to execute, on behalf of the County, Contract Amendment Agreement #74-505-1 with Anka Behavioral Health, Inc., a non-profit corporation, effective July 1, 2016, to amend Contract #74-505, to increase the payment limit by $27,997, from $1,399,869, to a new payment of $1,427,866, with no change in the original term of January 1, 2016 through June 30, 2017, and to increase the automatic extension payment limit by $13,999 from $466,623 to a new payment limit of $480,622, through December 31, 2017.

FISCAL IMPACT:

This Amendment is funded 70% Mental Health Services Act; 30% Federal Financial Participation. (3% Cost of Living Adjustment [COLA]) (Rate increase)

BACKGROUND:

This Contract meets the social needs of the County’s population by providing mental health services to adults with serious mental illness who are homeless or at risk of homelessness and/or who are in frequent need of mental health services.

On December 8, 2015, the Board of Supervisors approved Contract #74-505 with Anka Behavioral Health, Inc., for the period from January 1, 2016 through June 30, 2017, which included a six-month automatic extension through December 31, 2017, for the provision of mental health services and support to adults with serious and persistent mental illness who are homeless or at risk of homelessness, and/or who are in frequent need of mental health services in Central Contra Costa County.

Approval of Contract Amendment Agreement #74-505-1 will allow Contractor to provide services through June 30, 2017.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, there will be fewer services provided to eligible adult clients in Contra Costa County through the MHSA Community Services and Support Program.
