RECOMMENDATION(S):

APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute a purchase order with Sysco Food Service, Inc., on behalf of the Probation Department, in the amount of $1,160,000 for the purchase of bulk foodstuffs for detained residents at the county juvenile facilities for the period August 1, 2016 through July 31, 2018.

FISCAL IMPACT:

The cost of $1,160,000 ($580,000 per year) is funded through County General Fund as part of the Probation Department's operating budget.

BACKGROUND:

The vendor is offering MedAssets group purchasing pricing for the purchase of bulk foodstuffs and other related items to feed minors detained at the county juvenile institutions in accordance with Title 15 CCR, Minimum Standards for Juvenile Institutions. In accordance with Administrative Bulletin No 611.0, County Departments are required to get Board approval for purchase orders over $100,000. The County Administrator’s Office has reviewed this request and recommends approval.



CONSEQUENCE OF NEGATIVE ACTION:

The Probation Department will not have the necessary bulk foodstuffs to feed detained juveniles and the department will fail to be in compliance with Title 15 CCR.

CHILDREN'S IMPACT STATEMENT:

This action supports two of the community outcomes established in the Children's Report Card: 1) "Children and Youth Healthy and Preparing for Productive Adulthood" and 2) "Communities that are Safe and Provide a High Quality of Life for Children and Families."
