RECOMMENDATION(S):

ADOPT Resolution No. 2016/459 approving the application to the California Department of Fish and Wildlife (CDFW) to obtain Proposition 1 (Water Quality, Supply, and Infrastructure Improvement Act of 2014) Grant Funds, as recommended by the Chief Engineer, Flood Control and Water Conservation District, Martinez/Pacheco area.

FISCAL IMPACT:

If approved, the Contra Costa County Flood Control and Water Conservation District (FC District) would provide 50% matching funding for the project ($537,000) in Flood Control Zone 3B funds.

BACKGROUND:

The FC District owns and manages both Walnut Creek and Pacheco Creek, which were channelized by the Corps of Engineers in the 1960s. At the FC District’s request, Congress recently removed four miles of these creeks from the Corps’ system and returned them to local control. The FC District is currently conducting a community-based planning process that seeks to develop a project that can work more with nature to transform Lower Walnut Creek into a more sustainable system.

The CDFW is seeking high-quality grant proposals for multi-benefit ecosystem restoration and protection projects that meet the priorities of: more reliable water supplies, the restoration of important species and habitat, and a more resilient, sustainably managed water resources system (e.g., water supply, water quality, flood protection, and environment) that can better withstand inevitable and unforeseen pressures in the coming decades. These grant funds are available for water quality, river, and watershed protection and restoration projects of statewide importance outside of the Delta. Funding shall only be used for projects that will provide fisheries or ecosystem benefits or improvements.  
  
The Lower Walnut Creek Restoration Project is a good match for the goals of the CDFW Proposition 1 Grant, thus the District recommends applying for this funding.

CONSEQUENCE OF NEGATIVE ACTION:

Without the Board of Supervisors’ approval, the FC District will not be able to apply to the state for the CDFW grant program.
