RECOMMENDATION(S):

APPROVE Appropriation Adjustment No. 5084 and AUTHORIZE the transfer of $1,176 from Health Services - Mental Health (0467), $460,000 from Auditor-Controllers - Administration (0010), $198,241 from Public Works Administration (0650), to Plant Acquisitions - General Fund (0111) and adjust current appropriations within the Plant Acquisition-General Fund (0111) for capital improvement projects at various County facilities, as recommended by the Public Works Director, Countywide.

FISCAL IMPACT:

100% General Fund.












BACKGROUND:

The County entered into a long-term lease agreement for space at 1430 Willow Pass Road for the Health Services Department. In order to fully utilize the space, tenant improvements were necessary for these areas. Additional funding is needed to cover expenditures related to the tenant improvements, cost is $1,176. The Auditor-Controller office space located at 625 Court Street is undergoing a renovation to better utilize the existing space for their operating needs, estimated cost is $460,000. The Public Works Department located at 255 Glacier Drive is replacing their existing HVAC system located on their building that has exceeded its useful life and is costly to maintain and repair, estimated cost is $198,214. The Fiscal Year 2015-16 budget included funding for necessary capital improvements to General Fund County Facilities. These funds will be appropriated from within the Plant Acquisition budget unit to specific projects including repair of parking lots and driveway at Juvenile Hall and Martinez Detention Facility, repairing the kitchen drainage system at the Martinez Detention Facility to be in compliance with the Central Contra Costa County Sanitary District industrial user permit, repair the elevators at Summit Center that are frequently non-operable due to operational failure, and ADA and Fire, life, safety building improvements necessary at 2086 Commerce Avenue.

CONSEQUENCE OF NEGATIVE ACTION:

Appropriations will be insufficient to cover project expenditures.
