RECOMMENDATION(S):

1. APPROVE the design and bid documents, including the plans and specifications, for the Slifer Park Improvements - Shade Structures, Discovery Bay Area. County Project No. 7783-6X5440 (District III)   
  

2. AUTHORIZE the Public Works Director, or designee, to solicit bids to be received on or about August 18, 2016 and issue bid addenda, as needed, for clarification of the bid documents, provided the involved changes do not significantly increase the construction cost estimate.

3. DIRECT the Clerk of the Board to publish, at least 14 calendar days before the bid opening date, the Notice to Contractors in accordance with Public Contract Code Section 22037, inviting bids for this project.   
  
4. DIRECT the Public Works Director, or designee, to send notices by email or fax and by U.S. Mail to the construction trade journals specified in Public Contract Code Section 22036 at least 15 calendar days before the bid opening.

BACKGROUND:

Special Districts staff met with the Town of Discovery Bay Community Service District, in response to the community’s interest and desire to increase recreational opportunities for its residents. After holding a public meeting on what types of projects would best meet the needs of the community, it was determined that permanent shade structures would provide residents with increased outdoor opportunities.   
  
Slifer Park’s picnic areas are regularly frequented by local residents for parties, BBQ’s and other social gatherings. During the warmer weather, the bordering elementary school also uses these areas for group trips to the park and lunches. With the extreme temperatures that Discovery Bay experiences in the summer months, it is important to offer residents and visitors shaded areas where they can be protected from the dangers of over-exposure to the sun. Currently these areas have no available shade.   
  
The improvements include selective site clearing for new concrete pads, excavation and grading, turf repair, protection and maintenance of existing plants, irrigation, utilities and miscellaneous improvements, installation of electrical lines for outlets at shade structures, installation of concrete pads, demolition of existing BBQs, installation of new BBQs, decomposed granite repair, removal of existing concrete paving, and installation of shade structure with stone veneer bases and concrete footings.   
  
Plans and specifications for the project have been prepared for the Public Works Department by Jett Landscape Architecture & Design and filed with the Clerk of the Board by the Public Works Director. The construction cost estimate is $168,000.00 and the general prevailing wage rates are on file with the Clerk of the Board of Supervisors and will be the minimum rates paid on this project.   
  
The Board found this project is a California Environmental Quality Act (CEQA), Class 3(e) Categorical Exemption, pursuant to Article 19, Section 15303(e) of the CEQA Guideline during the May 22, 2013 board meeting.

CONSEQUENCE OF NEGATIVE ACTION:

If the project is not approved, the funds would be diverted to another agency project and this project would not be constructed.
