RECOMMENDATION(S):

APPROVE and AUTHORIZE the Purchasing Agent, on behalf of Health Services Department, to execute a Blanket Purchase Order with Roche Diagnostic Corporation, in an amount not to exceed $1,500,000 for reagents used in the Public Health (PH) Laboratory for the period from July 1, 2016 through June 30, 2019.

FISCAL IMPACT:

100% Funding is included in the Enterprise Fund I Budget.

BACKGROUND:

Roche Diagnostic Corporation has been used by the Health Services Department for over twenty (20) years. Roche provides the reagents required for use with the testing instruments in our PH Laboratory. The reagents are necessary for specimens to be tested for viruses & bacteria such as Hepatitis B & C and HIV. Additionally, the Public Health Laboratory is required to use these specific reagents to keep us in compliance with our Instrument Maintenance Agreement.





CONSEQUENCE OF NEGATIVE ACTION:

If this Blanket Purchase Order is not approved, the health care system would not be able to monitor the viral load of the patients as they are treated for the viruses noted above. The tests would then need to be conducted by outside labs at a greater cost to the county. PH Laboratory also uses the reagents purchased from Roche Diagnostics to conduct similar testing for the Alameda County AIDS Program which generates revenue for Contra Costa County and without the reagents, we would not be able to conduct the tests.
