RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Mt. Diablo Unified School District, including modified indemnification language, in an amount not to exceed $79.570 for the Crossroads High School Program, for the period July 1, 2016 through June 30, 2017.

FISCAL IMPACT:

$79,570: 53% Federal Community Based Child Abuse Prevention funds, 5% County; 42% State.  

BACKGROUND:

Resulting from the Family and Children's Trust (FACT) Committee Request for Proposal (RFP), Mt. Diablo School District will operate the Crossroads High School Program to provide supportive services to pregnant and parenting teen mothers and their children, ages one month to three years of age at the Crossroads High School campus. Extended family members, often including teen fathers, are encouraged to participate in support services. Programs and services include: a high school diploma program, child care, parenting education, mental health counseling, maternal and reproductive health services, and college and career counseling in a safe and supportive environment.

CONSEQUENCE OF NEGATIVE ACTION:

Teens would not be able to tke advantage of the on-campus Family and Children's Trust Committee's supportive service program for pregnant and parenting mothers and their children.

CHILDREN'S IMPACT STATEMENT:

This contract supports three of the five community outcomes established in the Children's Report Card, (2) "Children and Youth Healthy and Preparing for Productive Adulthood", (2) "Families that are Economically Self Sufficient", and, (4) "Families that are Safe, Stable and Nurturing" by providing education and supportive services to young mothers on a school campus and encouraging high school graduation.
