RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 21885 to add one (1) full-time Health and Human Services Research and Evaluation Manager (VQHA) position at salary level B85-1874 ($85,449-$103,864) in the Health Services Department. (Represented).

FISCAL IMPACT:

Upon approval, this action has an annual cost of approximately $166.835.26 which includes $36,872.00 in pension costs. The cost will be funded 100% County Funds.

The Contra Costa County’s Epidemiology, Planning and Evaluation Unit (EPE) of the Health Services Department is responsible for collecting, analyzing and disseminating health and health-related data. The data collected allows local governments and health care providers in determining and planning services and activities that will improve people’s health and reduce disparities. In addition, the health data enables grassroots efforts to improve the health of the community.

Currently the EPE Unit has eight staff members comprising of Health Educations Specialists, Health Services Planner Evaluators and Public Health Epidemiologist/Biostatisticians. However, the Unit does not have a manager. The HHSRE Manager will manage these professional level staff members including oversight for complex information systems and research projects. The Manager will analyze systems and processes to identify areas of inefficiency and recommend changes and improvements to existing standards and procedures. The Department determined that adding the Health and Human Services Research and Evaluation Manager (HHSREM) is critical and appropriate at this time.

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, the absence of a Manager will curtail program efficiencies and outcomes.
