RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 21883 to add two (2) full-time Health Plan Authorization Representative (VRTA) positions at salary level 3RX-1119 ($40,342-51,518) in the Health Services Department. (Represented)

FISCAL IMPACT:

Upon approval, this action has an annual cost of approximately $179,773, which includes $36,578 in estimated pension costs. The cost will be funded by 100% CCHP Enterprise Fund II.


BACKGROUND:

The Health Plan Authorization Representatives (HPAR) are assigned to receive and process all requests for medical services or non-preferred drugs from providers and members in accordance to the Contra Costa Health Plan (CCHP) guidelines. In 2015, 66,000 requests were processed. Through the first quarter of 2016, HPARs already processed three quarters (3/4) of the 2015 total requests. HPARs have been working seven days per week including overtime to meet the State-mandated deadlines of 72 hours for urgent requests and 14 days for routine requests. The Department therefore, determined that two additional HPARs are necessary in order to meet these deadlines.

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, State mandated deadlines will not be accomplished due to staff shortage.
