RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with the Young Men's Christian Association of the East Bay in collaboration with Bay Area Community Resources for the Attachment, Self Regulation, and Competency Project in an amount not to exceed $100,000, including mutual indemnification against any claim arising out of the performance of this contract for the period July 1, 2016 through June 30, 2017.

FISCAL IMPACT:

$100,000: 90% State, 10% County.  

BACKGROUND:

This contract is result of the Family and Children's Trust Committee (FACT), an advisory committee to the Board of Supervisors (BOS), Request for Proposals (RFP) #1143. FACT was established in 1973 by the BOS to identify funding strategies and implement programs to improve services to prevent child abuse and neglect in Contra Costa County.  



BACKGROUND: (CONT'D)
  
The Young Men's Christian Association of the East Bay (YMCA) in collaboration with Bay Area Community Resources (BACA) will provide Attachment, Self Regulation and Competency Project services in West Contra Costa County. The project will provide mental health counseling services to elementary school students who do not qualify for Medi-Cal and their parents/guardians. Through the provision of direct services and advocacy in English and Spanish, the project will provide caregivers with support and information to help them with positive, nurturing parenting; provide students with trauma informed counseling to improve resiliency and emotional & behavioral health; reduce barriers to treatment by offering services at schools; and, provide services that are culturally and linguistically appropriate. Services will include, but are not limited to home visitation, emotional support, resource coordination, and education.

CONSEQUENCE OF NEGATIVE ACTION:

Services to CCC children and families d who are victims of abuse and neglect, or at risk of abuse and neglect, would not be delivered as designed by Contractor.

CHILDREN'S IMPACT STATEMENT:

This contract will support four of the five community outcomes established in the Children Report Card, (1) "Children Ready for and Succeeding in School", 2) "Children and Youth Healthy and Preparing for Productive Adulthood", 4) "Families that are Safe, Stable, and Nurturing", and, 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families".
