RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Advocacy, Respect and Commitment Care Parent Network, in an amount not to exceed $102,551 for the Family Empowerment Project for the period July 1, 2016 through June 30, 2017.

FISCAL IMPACT:

$102,551: 100% County (County local fines and fees; Birth Certificate funds).

BACKGROUND:

This contract is the result of the Family and Children's Trust Committee (FACT), Request for Proposals (RFP) #1143. FACT, an advisory committee to the Board of Supervisors (BOS), was established S in 1972 to identify funding strategies and implement programs to improve services to prevent child abuse and neglect in Contra Costa County.  
  


BACKGROUND: (CONT'D)
Advocacy, Respect and Commitment, Care Parent Network, a non-profit, will provide comprehensive services to facilitate children and youth, ages 6 though 22 years, with special needs and/or developmental disabilities, at risk of abuse and/or neglect. Through the provision of direct services, advocacy, and collaboration, contractor will empower families to be strong, knowledgeable advocates for their child by encouraging independence and self sufficiency. Services include , but are not limited to home visitation, emotional support, resource coordination, and education.

CONSEQUENCE OF NEGATIVE ACTION:

Services designed to empower families with special needs children and youth, ages 6 through 22 years, would be curtailed.

CHILDREN'S IMPACT STATEMENT:

The contract supports three of the five community outcomes established in the Children's Report Card, 1) " Children Ready and Succeeding in School", 2) " Children and Youth Healthy and Preparing for Productive Adulthood", and 4) " Families that are Safe, Stable, and Nurturing", by empowering families of special needs children and youth.
