RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 21871 to add one (1) Administrative Analyst (APWA) (represented) position at salary plan and grade level ZB5 1277 ($4,099- $4,982); and cancel one (1) Sr. Real Property Technical Assistant (DY7C) (represented) vacant position No.11249 at salary plan and grade level ZM5 1336 ($4,345- $5,282) in the Public Works Department.  

FISCAL IMPACT:

Upon approval, this action will have an annual cost savings of approximately $4,809.  










BACKGROUND:

The roles and responsibilities of the administration staff at Buchanan Field Airport were recently analyzed. Historically, the Sr. Real Property Technical Assistant position was predominantly focused on property management and tenant liaison functions with limited outside duties. Over the years, however, there has been a vast increase in regulatory, community-related, analytical, technological, and other program functions that are not consistent with the skill set and role of the Sr. Real Property Technical Assistant classification. As such, it is necessary to broaden the skill set and job role/responsibilities to meet the current and future Airports Division needs. The Sr. Real Property Technical Assistant position became vacant; therefore, the timing of this action is judicious. Furthermore, as the other two administrative positions in the Airports Division are also in the administrative analyst/administrative services assistant classification, it would greatly increase efficiency and productivity to have the third team member be aligned with the same position classification series.

CONSEQUENCE OF NEGATIVE ACTION:

An additional Administrative Analyst position is essential to the efficient operation of the Buchanan Field and Byron Airports. If this action is not approved, the Director of Airports will not have the flexibility to assign job responsibilities among the entire administrative staff, which may negatively impact the productivity of existing and future job functions.
