RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with the In-Home Supportive Services (IHSS) Public Authority in an amount not to exceed $2,291,901 to provide IHSS services for the period July 1, 2016 thorough June 30, 2017.

FISCAL IMPACT:

$2,291,901: County 17.5%, State 32.5%, Federal 50%.

BACKGROUND:

The County Board of Supervisors enacted Ordinance Number 98-14 March 1998, establishing the Contra Costa County In-Home Supportive Services (IHSS) Public Authority (PA) as an independent public agency pursuant to California Welfare and Institutions Code section 12301.6.

While the Public Authority is an independent public agency providing services to the County, it also receives services from County departments. This dual relationship requires an agreement that establishes the respective obligations and responsibilities of the County and the PA.

This board order will authorize the execution of the FY 2016-17 interagency agreement and will ensure the continuation of IHSS program services.

CONSEQUENCE OF NEGATIVE ACTION:

In-Home Supportive Services (IHSS) to County IHSS consumers and providers may not be delivered.
