RECOMMENDATION(S):

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract with LSA Associates, Inc, effective July 21, 2015 to July 21, 2017, in an amount not to exceed $556,000, for the Orwood Road Bridge Replacement Environmental Pre-Construction & Construction Monitoring Project, Brentwood and Discovery Bay areas. County Project No. 0662-6R4076 / Federal Aid No. BRLO-5928(045)

FISCAL IMPACT:

This contract is funded 70% Federal Highway Bridge Replacement Funds and 30% Local Road and Transportation Funds.

BACKGROUND:

The Contra Costa County (County) Public Works Department plans to replace Orwood Road Bridge over Werner Dredger Cut, located in East County, north of Discovery Bay and northeast of Brentwood, which was deemed functionally obsolete by the California Department of Transportation (Caltrans). The Orwood Road Bridge Replacement Project consists of replacing the existing bridge with a new wider precast concrete voided slab structure with various appurtenances, as well as installing new retaining walls at both bridge approaches.   
  
LSA Associates, Inc., will provide environmental pre-construction and construction monitoring services to accommodate construction activities to ensure environmental compliance for the Project in accordance with the standards and protocols set forth by Federal Highway Administration, Caltrans, National Environmental Policy Act, National Historical Preservation Act, California Environmental Quality Act, Clean Water Act, Porter-Cologne Water Quality Act, State and Federal Endangered Species Acts; or any other current industry standard, and technical specification in support of the Project.  

CONSEQUENCE OF NEGATIVE ACTION:

If the contract is not approved by the Board of Supervisors, it may jeopardize funding and delay construction.
