RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment & Human Services Director, or designee, to seek reimbursement from California Department of Education, in an amount not to exceed $20,000, to maintain Child Days of Enrollment during seven days of emergency site closures at Kids' Club and Balboa Children's Center during the 2014-15 fiscal year.

FISCAL IMPACT:

Approval of this board order will allow the County to maintain Child Days of Enrollment for the 2014-2015 fiscal year.   
  

This will preserve revenue of $20,000 for fiscal year 2014-15 from California Department of Education.



BACKGROUND:

During fiscal year 2014-2015, the County childcare center and one childcare partner contracted site experienced periods of emergency closures due to circumstances beyond their control. In order to prevent a loss of funds during this period, the County has the option to submit a board order to the State in order to maintain childcare fund reimbursement for the impacted days of closure. This is allowable as per California Department of Education, Child Development Management Bulletin 10-09 "Reduced Days of Operation or Attendance Due to Emergency Conditions". Details provided below:

  • December 31, 2014 (One Day) - Kids' Clubs (Antioch Bidwell Center) experienced a power outage. The average attendance impacted for this date is 107 based on the week attendance average for the period December 15-19, 2014.
  • February 17, 2015 (One Day) - Kids' Clubs (Antioch Bidwell Center) had to close the center to address a mold issue. The average attendance impacted for this date is 97 based on the week attendance average for the period February 10-13, 2015.
  • March 16-20, 2015 (Five Days) - Balboa Children's Center (Richmond) had to close the center to address a leak in the roof. Two classrooms were closed during this period. The average attendance impacted is 140 based on the week of average attendance for the period March 9-13, 2015.

CONSEQUENCE OF NEGATIVE ACTION:

If not approved, the County will lose $20,000 in potential revenue.

The Employment & Human Services Department Community Services Bureau supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
