RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment & Human Services Director, or designee, to execute contract amendment #3 from California Department of Education Child Development Division, to revise facility improvement plans for County Childcare sites, with no change to the payment limit of $198,214 or term July 1, 2012 through June 30, 2015.

BACKGROUND:

The Department responded to one time funding available to the County from the Department of Education for Child Development program facility renovations and repairs. The Board approved acceptance of funding from California Department of Education for facility renovation and repair on October 23, 2012. The The County received funding in the amount of $198,214 to be used during the budget period of July 1, 2012 through June 30, 2015. The Board approved an amendment to the agreement on March 11, 2014 to amend the facility repair plan to include additional Children's Center sites: Fairgrounds (Antioch), George Miller (Concord), Balboa (Richmond), Lavonia Allen (Bay Point), Los Arboles (Oakley). The board approved a second amendment on May 5, 1015 to further amend the facility repair plan to include additional projects to Balboa Children's Center (Richmond) and Lavonia Allen Children's Center (Bay Point). The projects replaced a modular building roof at Balboa and completed ground leveling and playground area turf replacement at Lavonia Allen (Bay Point).  
  
This third amendment seeks to amend the facility repair plan to include an additional project at Lavonia Allen (Bay Point). The project is to install an exterior surveillance system. These requests were made to provide a safer environment for the children served at those centers. The amendment request came post contract end date.  
  

CONSEQUENCE OF NEGATIVE ACTION:

If not approved, County will not receive funds to completed necessary facility repairs.

The Employment & Human Services Department Community Services Bureau supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
