RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 21695 to ADD one (1) full-time Grading Inspector I (NXWB) (represented) position at salary plan and grade QS5 1540 ($4,964-$5,473) in the Department of Conservation and Development (DCD).

FISCAL IMPACT:

Upon approval, this action will result in an annual cost of approximately $96,000, including $23,000 for pension costs. This position will be funded 100% by building inspection and grading fees.

BACKGROUND:

Due to operational needs, it is necessary for the Department to add one Grading Inspector I position. DCD has seen a surge of construction activities as a result of the improved economy. For the first 10 months of the fiscal year (July 2014-April 2015), DCD experienced a 20% increase in grading and building permit processing over the previous fiscal year. We expect this trend to continue. DCD currently has three active permanent Grading Inspectors on staff, serving the entire county. The addition of a new position will provide relief to the overburdened grading inspection unit and the use of temporary upgraded employee work assignments.



CONSEQUENCE OF NEGATIVE ACTION:

Failure to add a Grading Inspector I position will adversely impact the ability of DCD to efficiently provide timely inspections and approve construction projects, which will have financial consequences to the public that DCD serves.
