RECOMMENDATION(S):

APPROVE and AUTHORIZE the Fire Chief, or designee, to execute a contract with Rivian, LLC in an amount not to exceed $201,000, for the manufacture and sale of two Rivian R1T electric vehicles.

FISCAL IMPACT:

The proposed order of two (2) Rivian R1T electric vehicles is valued at approximately $181,000. The maximum authorized expenditure requested is $201,000 in order to allow for sales tax, license, and contingencies. The funds for this expenditure will come from the Capital Outlay Fund.

BACKGROUND:

On February 10, 2022, the County Administrator issued Administrative Bulletin No. 508.6 which includes the County's Zero-Emission Vehicle Policy and Goals. In response to this Administrative Bulletin, the District has begun to explore the feasibility of and possibilities for fleet replacement with zero-emission vehicles (ZEV), when practicable. This action, to purchase two (2) ZEV pickup trucks, is a first step in evaluating our fleet for ZEV replacements.


BACKGROUND: (CONT'D)
One of the pickup trucks will be outfitted with a CODE 3 package after delivery; and the the other pickup truck will remain a general use vehicle. This will allow us to evaluate the vehicles in different capacities within our organization to determine the impacts of transitioning to ZEV in the future. If the District acts quickly, Rivian, LLC, a California-based manufacturer, will begin production immediately which will allow us to take delivery of the new electric vehicles by June 30, 2022.  
  
The additional options selected are minimal but necessary to align with our current fleet. The adventure package, AWD quad motor, color, and battery size were all required in order to take advantage of immediate delivery since the manufacturer is currently producing these specific models in June. These options are all beneficial for the specific off-road use to which the vehicle will be susceptible, and the red color matches the branding for a fire department vehicle. The secure tonneau cover allows our personnel to maintain the clean cab concept by storing all personal protective equipment in the bed of the truck.  
  
  
This agreement includes a provision whereby the District indemnifies Rivian for liabilities arising out of the District’s use of the vehicles.

CONSEQUENCE OF NEGATIVE ACTION:

If the Board does not approve this action today, there will be a substantial delay in the start of production, and delivery will not occur for at least sixteen months. These types of delays are also being experienced by most vehicle manufacturers with both gasoline modes and ZEV for large SUVs and pickup trucks with AWD. This vehicle is the only ZEV pickup truck currently in production that is available to consumers. There are approximately 5,000 Rivian vehicles on the road today.
