RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Uplift Family Services, a non-profit corporation, in an amount not to exceed $207,504 to provide transitional housing assistance for emancipated youth for the period July 1, 2022 through June 30, 2023.

FISCAL IMPACT:

This contract will increase department expenditures by $207,504 to be funded 100% by 2011 State Realignment, all of which is already budgeted in FY 2022-23.

BACKGROUND:

Transitional Housing Program-Plus (THP+) is a transitional housing program for young adults who exited foster care on or after their 18th birthday and are not yet 24 years of age. The housing model provides participants a safe living environment while obtaining skills and supportive services to become self-sufficient, including educational and employment services, counseling and crisis intervention, as well as assistance with securing permanent housing.

Uplift Family Services (Contractor) will provide THP+ services for up to an average of six (6) full-time youth per month.

CONSEQUENCE OF NEGATIVE ACTION:

Housing and support services for youth transitioning from foster care to independent living will be hindered.

CHILDREN'S IMPACT STATEMENT:

This contract supports all of the community outcomes established in the Children's Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3) “Families that are Economically Self Sufficient”; 4) “Families that are Safe, Stable and Nurturing”; and 5) “Communities that are Safe and Provide a High Quality of Life for Children and Families”. This is accomplished by providing safe housing and support to assist youth while transitioning from foster care to independent living.
