RECOMMENDATION(S):

APPROVE and AUTHORIZE the Fire Chief, or designee, to execute a contract with Mission Critical Partners, LLC, in an amount not to exceed $251,120, for consulting services related to emergency dispatch communication systems planning, for the period July 1, 2021, through June 30, 2024.

FISCAL IMPACT:

100% CCCFPD EMS Transport Fund. Funds are currently not budgeted for this project. Funds will be budgeted for this capital construction project from CCCFPD EMS Transport Fund reserves in FY 2021-22 via a revenue and expenditure adjustment and in FY 2022-23 and thereafter through the standard recommended budget process.










BACKGROUND:

The Contra Costa Regional Fire Communications Center (CCRFCC) located at 2010 Geary Road in Pleasant Hill operates the 911 secondary Public Safety Answering Point (PSAP) dispatch system for nearly all emergency fire, EMS, and rescue calls for service Countywide. CCRFCC dispatches fire and ambulance first responders to nearly 141,000 emergencies annually. CCRFCC is staffed by 18 Fire Dispatchers and 12 EMS Dispatchers on three rotating 24-hour shifts. The facility encompasses 14 dispatch consoles, offices, server rooms, dorms, bathrooms and a kitchen. The current dispatch center has served the community well, but it needs to be rebuilt to improve functionality, space and better leverage new technologies and equipment.   
  
The Contra Costa County Fire Protection District (District) moved its administrative offices from 2010 Geary Road in Pleasant Hill to a new location in Concord. The District plans to complete a major renovation of the old administrative facility at 2010 Geary Road in Pleasant Hill to house the CCRFCC dispatch center to modernize the facility and allow for future contracted agency and call for service growth.  
  
Contractor is a consulting firm with extensive experience in emergency dispatch communication systems, including wireless communications, technology, networks and 911, and facilities and operations. Contractor will advise the District and coordinate with the architect and construction management team on technical aspects for the project such as connectivity, building systems, workstation furniture installation, geographic information systems, logging recorder installation, audio/visual technology and data equipment relocation.
