RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of County Contract #24-259-70 with Center for Human Development, a non-profit corporation, in an amount not to exceed $624,943, to provide Substance Abuse Prevention and Treatment (SAPT) Primary Prevention Program services for high risk youth, for the period from July 1, 2021 through June 30, 2022.

FISCAL IMPACT:

Approval of this contract will result in budgeted expenditures of up to $624,943 for FY 2021-2022 and will be funded 100% by Federal SAPT Primary Prevention revenues. (Rate increase)











BACKGROUND:

The Behavioral Health Services Department has been contracting with Center for Human Development, since November 1997 to provide SAPT Primary Prevention Program services for high risk youth. This Contract meets the social needs of County’s population by providing specialized substance abuse prevention programs so that youth are provided an opportunity to prevent or recover from the effects of alcohol or other drug use, become self-sufficient, and return to their families as productive individuals. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).  
  
On August 11, 2020, the Board of Supervisors approved Contract #24-259–68 with Center for Human Development to provide SAPT primary prevention program services for the period from July 1, 2020 through June 30, 2021.  
  
On October 13, 2020, the Board of Supervisors approved Amendment Agreement #24-259-69, to increase the contract payment limit by $16,407 to a new payment limit of $624,945 with no change in the original term.  
  
Approval of Contract #24-259-70 will allow this contractor to continue to provide SAPT primary prevention program services through June 30, 2022.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, County’s clients will not receive substance abuse prevention and educational and environmental strategies for high risk youth.
