RECOMMENDATION(S):

APPROVE and AUTHORIZE the Chief Information Officer, or designee, to execute a contract amendment with Robert Half International, Inc., to extend the termination date from June 30, 2021 to June 30, 2022 and increase the payment limit by $4,000,000 to a new payment limit of $6,822,000 to provide temporary staffing support for the Department of Information Technology.   

FISCAL IMPACT:

The cost will be charged to County departments that utilize services from the Department of Information Technology.  










BACKGROUND:

The Department of Information Technology (DoIT) currently has 22 vacancies and requires additional technical and project professionals on a temporary basis to meet staffing needs and COVID related activities, while actively recruiting to fill current vacancies. The intent is to backfill vacancies with permanent hires as quickly as possible. This has been a successful business model for DoIT as well as other departments that leverage this contract. Over the past few years the technology requests to support County business has increased significantly. In 2020, COVID amplified that demand in ways that were unexpected. COVID also exposed the areas in information technology (IT) where more staff or different skills were required to both maintain systems and implement new technologies. As a result, DoIT and other departments had to use staff augmentation services to meet those expectations quickly and effectively. The staff brought in through this contract have helped meet the business needs, assisted with high visible projects, and most importantly, provided extra support to existing IT staff where there were vacancies.  
  
The County met and conferred with IPFTE, Local 21 on May 24, 2021.  
  

CONSEQUENCE OF NEGATIVE ACTION:

If this request is not approved, the Department of Information Technology will continue to operate with reduced staffing which will impact project delivery for current and future County wide projects; reduce service delivery for daily operations; impede critical work for cybersecurity and limit the Department's ability to be an innovative partner.
